Loss of Pen Drive

Having a personal USB Pen Drive has become a common phenomenon like a mobile phone nowadays. There are pretty good chances that you lose your personal USB Pen drive. You may think that nothing much could be done with the loss of this small device as the person who found it could use by just formatting the same even if you had put a whole lock.
But at the same time if he/she wants to return back the drive to you, will it not be fine if your contact details could be shown when your USB drive is plugged in ? That’s the work done exactly done by this freeware named as “Help! I’am lost!”.
Download this zipped file and extract the same in your USB pen drive. Once you unzip it you could find a folder called LostDrive. There will be three files inside the same which are named as autorun,Help.exe and readme.txt. Just copy these three files and place the same in the root of the drive, i.e., these files should not be inside any of the folders.
Also open the readme.txt using notepad and incorporate your contact details in the relevant places and save it. The files readme.txt, autorun etc., are common names. While saving these files in the pen drive you may get a notice that these files are already available and whether you want to overwrite it. You can very well overwrite the existing files. That’s it.
Want to check the utility of this softerware? Next time when your pen drive is plugged in you could see the Autoplay window which looks like this
Select “Help! I’m Lost!” icon which is found along with “Open folder to view files” icon in the Autoplay window. You could see a message window which will reveal the loss of your Pen drive along with your contact details.

2. Decision taken on up-gradation of Grade Pay to IP.

(1) The posts of Inspector Posts & Assistant Superintendent Posts may be merged.
(2) After merger, the merged posts will be called as “ Asst. Superintendent Posts”
(3) Gazetted status should continue.
(4) Grade Pay should be given w.e.f. 1.1.2006.
(5) MACP should be made applicable ignoring one promotion in the merged post.

3. Laptop to all IPs & ASPs

During the Conference Secretary Posts told that Laptop would supplied not only to Sub Divisional heads but to all IPs/ASPs. Accordingly, Supply of Laptop started commencing now in all Circles.

4. Discussion on Merger and Grade Pay 

A team consisting of Shri. S.Samuel, the outgoing General Secretary, Shri.Roop Chand, the incoming General Secretary, Shri. S.Ravi out going CHQ Treasurer , Shri. Jeet Ram incoming CHQ Treasurer , Ms.T.V.Sundari, Asst.General Secretary and Shri.R.D.Sharma, Delhi Circle Secretary called on Ms.Radhika Doraiswamy , Secretary (Posts), Ms. Indira Krishna Kumar, Member (Personnel) DDG(Estt.) and DDG (P)on 05th April 2010. A detailed discussion was held with DDG(Estt.) and other officers on merger of the posts of IP& ASP and upgradation of Grade Pay to Rs 4600 and concluded. The file is being submitted again to Ministry of Finance.

Subject: Payment of Dearness Allowance to Gramin Dak Sevaks (GDS) at revised rates with effect from 1.01.2010.

Sir / Madam,
        Consequent upon grant of another installment of dearness allowance with effect from 01.01.2010 to Central Government Employees, vide Government of India, Ministry of Finance, Department of Expenditure O.M. No. 1(3)/2010-E.II (B) dated 26th March, 2010,the Gramin Dak Sevaks (GDS), have also become entitled to the payment of dearness allowance on basic TRCA at the revised rate with effect from 01.01.2010.It has, therefore, been decided that the dearness allowance payable to the Gramin Dak Sevaks shall be enhanced from the existing rate of 27% to 35%,on the basic Time Related Continuity Allowance ,with effect from 01.01.2010.

2.       The additional Installment of dearness allowance payable under this order shall be paid in cash to all Gramin Dak Sevaks. The payment of arrears of dearness allowance for the month of January and February, 2010 shall not be made before the date of disbursement of TRCA of March 2010.

3.       The expenditure on this account will be debitable to the Sub Head 'Salaries' under the relevant head and should be met from the sanctioned grant.


4.       This Issues with the concurrence of Integrated Finance Wing vide their Diary No. 80/FA/10/10/CS, dated 12.04.2010.

Prior to the period 2008-09 only adverse remarks in the ACRs had to be communicated to the concerned officer.  So, the ACRs of period prior to the period 2008-09 would not have been communicated to the employee unless it’s adverse.  But if his promotion is to be decided based on the ACRs of previous years which are below benchmark then the employee is denied the fair chance of representing before the competent authority relating to his ACRS which were below benchmark.
Now in this OM No: 21011/1/2010-Estt.A dated 13.04.2010 this aspect has been taken care of by deciding that if an employee is to be considered for promotion based on ACRs prior to the period 2008-09 which are below the benchmark the employee will be given a copy of the relevant ACR for his representation if any within 15 days of such communication.
In the other decision with respect to APARs Government has directed the competent authority meant for considering the representation of employees relating to below benchmark/adverse APARs to get the views of reporting and review officer if they are in service for deciding the representation of the employees

Subject:- Rates of Dearness Allowance applicable w.e.f. 1.1.2010 to the employees of Central Government and Central Autonomous Bodies continuing to draw their pay in the pre revised scale as per 5thth CPC.

        The undersigned is directed to refer to this Department’s O.M. of even No. dated 29th September, 2009 revising the Dearness Allowance w.e.f. 1.7.2009 in respect of employees of Central Government and Autonomous Bodies who continue to draw their pay and allowances in the pre-revised scales of pay as per 5th Central Pay Commission.

2       The rates of Dearness Allowance admissible to the above categories of employees of Central Government and Central Autonomous bodies shall be enhanced from the existing rate of 73% to 87% w.e.f. 1.1.2010. All other conditions as laid down in the O.M. dated 3 October, 2008 will continue to apply.

3       The contents of this Office Memorandum may also be brought to the notice of the organizations under the administrative control of the Ministries/Departments which have adopted the Central Government scales of pay.

Flash : All India Conference, New Delhi

01. While addressing the open session of 36th biennial All India Conference of All India Association of Inspectors and Asstt. Superintendents Posts on 3rd April 2010, Ms Radhika Doraiswamy, Secretary Posts assured the delegates to resubmit the proposal of upward revision of Grade Pay of Inspectors from Rs. 4200 to Rs.4600, Asstt. Supdts. From Rs.4600 to Rs.4800 and Supdt. Posts from Rs.4800 to Rs.5400 with full justification to the Ministry of Finance. It is worth mentioned that the proposal has been returned by the Ministry of Finance two times without giving its concurrence. She also emphasized the need for proper pursuance of the proposal in the Ministry of Finance. Secretary Posts was kind enough to assure the delegates for redressal of other demands of the Association at her level.
02. Shri Dinesh Khare of Karnataka, Roop Chand of Delhi Circle and Jeet Ram of Delhi Circle were unanemously elected as CHQ President, General Secretary and Treasurer respectively.
03. Shri R.C.Sharma of HP Circle has been elected as Assistant Auditor in the new CHQ Body.
04. The august body decided to make sincere efforts to get the upward revision of grade pay of Inspectors from Rs.4200 to Rs.4600. It was also decided by majority to merge the cadre of Inspectors with that of Asstt. Superintendents, if need arises on certain conditions.
05. Today, the proposal of Grade Pay of IP and ASP is being re-submitted on behalf of our Association at Directorate New Delhi by newly elected GS and outgoing GS.

Govt gives assent to New Penion System

Giving approval to appoint New Pension Systems (NPS) Trust for fund management and other services and the Draft Agreement for signing the New Pension System (NPS) Trust, New Delhi and to adopt the scheme for fund management on the pattern of Government of India a recent state cabinet meeting has pledged to do everything in its power to promote the welfare of the employees of the state.
According a highly placed official source, with a view to introduce pension reform and establishing a solid and sustainable social security arrangement in the country, the Central government notified the Defined Contribution Pension System (New Pension Scheme) for the new entrants to Central government services, except for the Armed Forces, replacing the existing system of Defined Benefit Pension System with effect from January 1, 2004.
The source further mentioned that the matter was tabled in a recent cabinet meeting as an agenda for signing of agreement between the state government and the New Pension System (NPS) Trust, to keep pace with the Central government, as state government also introduced the said New Pension Scheme with effect from January 1, 2005.
Necessary instructions had been issued for recovery of 10% of Pay, Dearness Pay and Dearness Allowances from the monthly salaries of employees appointed on or after January 1, 2005 and for crediting to government account number 8342, other deposit and for debiting the equal share of the state government for Tier-I.
The source said the system is mandatory for all new recruit to the state government service and the existing provision of the Defined Benefit Pension and GPF would not be available to the new recruits.
In addition to the above Tier-I pension account, each individual may also have a voluntary Tier-II withdrawable account at his option.
But, the scheme for voluntary contributions under Tier-II will be made operative during the period of interim arrangement and therefore no recoveries will be made from the salaries of the employees on this account.
The official source further mentioned that as per the agreed guidelines of New Pensions System Trust, an individual can normally exit at the age of 59 or 60 as the case may be. At exit the individual would be mandatorily required to invest 40% of the pesnsion wealth to purchase an annuity (from an IRDA-regulated Life Insurance Company) which will provide for pension for the lifetime of the employees and his/her dependent parents/spouse at the time of retirement. The individual would receive a limp-sum of the remaining pension wealth, which he would be free to utilize in any manner.
Individuals would have the flexibility to leave the pension system prior to age 59 or 60, as the case may be. However, in this case, the mandatory annuitisation would be 80% of the pension wealth.
The guidelines of the trust, further mentioned that, a pension Fund Regulatory Development Authority (PFRDA) has been appointed under executive order of the Ministry of Finance, Government of India pending passing of the PFRDA Bill by the Parliament. PFRDA has signed a contract agreement with the National Security Depository Limited (NSDL) as Central Record keeping agency for administration and customer service for all subscribers of the NPS, issue of unique Permanent Retirement Account Number (PRAN) to each subscriber, maintaining a database of alls Prans issued and recording transactions relating to each subscriber’s PRAN and action as an operational interface between PFRDA and others NPS intermediaries, such as Pension Funds, Annuity Service Providers, Trustee Banks etc.
The official source further mentioned that while tabling the issues before the recent cabinet meeting, it has been mentioned that the CRA system has become operational with effect from June 2, 2008 for Central government employees. The state government of Manipur has already decided to avail the services of the CRA and an agreement has been signed with the NSDL on November 12, 2009 last year.
So far, there are 5,813 new entrants who are appointed under state government on or after January 1, 2005 in 32 departments. Of these recoveries salaries of 5,459 employees have been made but government’s matching share has not been paid by most of the department.
Reconciliation of accounts with those of AG’s figure shall be carried out before the transfer is effected to the trustee Bank. With this elaborate submissions of guidelines of the trust, the recent cabinet meeting has approved to solicit to appoint New Pension System (NPS) Trust for fund management and other services and the Draft Agreement for signing with the New Pension System Trust, New Delhi and adopt the scheme for Fund Management.

Postal stamp on Manipuri Pony released

IMPHAL, April 4: A Postal Stamp dedicated to Manipuri Pony has been released by the postal department, Government of India in the latter’s effort to save the endangered animal.
The postal stamp is of Rs 5 denomination.
The Manipuri Pony Society has expressed profound thanks and gratitude to the postal department, Government of India for producing a postal stamp towards spreading awareness of the plight of the Manipuri Pony.
Speaking to the media during a press conference today at the office of the society, general secretary, N Tombi Raj said the postal stamp was prepared and printed by the postal department recently.
Manipuri Pony is amongst four indigenous horses found in the country, he said.
The current campaign is aimed at spreading awareness of the endangered animal so as save it from extinction, he said.
The other three indigenous horses of the country for which postal stamps have been produced are Kathiyawari, Marwari and Jhanskari, Tombi Raj said.
He also called upon the people to take collective effort to safeguard the indigenous Manipuri Pony

Census 2011

Govt to hire retired employees for Census 2011

Hit by a shortage of officers, the government has decided to hire its retired employees to contribute in the conduct of the mammoth Census exercise covering 1.2 billion residents spread over 35 states and Union Territories.
The government has floated 695 temporary posts to be filled by retired central and state government employees in the ranks of Joint Director (Census operations) up to the level of data entry operators to function under the office of the Registrar General and Census Commissioner of India.
The retired employees will be hired on temporary basis, for six months, which can be extended, with an approximate salary (with additional travelling and dearness allowance) in the range of Rs 26,000 to Rs 12,000 in various ranks.

புதுடில்லி: உங்களிடம் பான்கார்டு உள்ளதா? இல்லையென்றால் உடனே பான்கார்டுக்கு அப்ளை செய்யுங்கள்! இல்லையென்றால் உங்கள் வருமான வரி தொகையில் 20 சதவீதம் கூடுதலாக செலுத்த வேண்டி இருக்கும்.
இந்த சட்டம் இன்று முதல் அமலுக்கு வருகிறது. பான்கார்டு(பர்மனென்ட் அக்வுண்ட் நம்பர்) எனப்படும் நிரந்தர கணக்கு எண் அட்டை இல்லாதவர்களுக்கு இன்று முதல்(ஏப்ரல் 01ம் தேதி), அவர்களது சம்பாதிக்கும் வருமானத்திற்கு ஏற்ப 20 சதவீத வரி விதிக்கப் படுகிறது.

நாட்டின் மக்கள் தொகையுடன் ஒப்பிடும்போது, வருமான வரி செலுத்துபவர்கள் எண்ணிக்கை 3.30 கோடி என்ற அளவில் மிகவும் குறைவாக உள்ளது. இதனால், பான்கார்டு வைத்திருப்பவர்களின் எண்ணிக்கையை அதிகரிக்க மத்திய அரசு விரும்புகிறது. இதன் மூலம் யாரும் வருமானத்தை குறைத்து காட்டி வரி ஏய்ப்பு செய்ய முடியாது.
வரி செலுத்தும் அளவிற்கு வருமானம் இல்லாத மூத்த குடிமக்கள் படிவம் 15-எச் ஐ தாக்கல் செய்து வரி பிடித்தம் செய்வதை தவிர்க்கலாம். இந்நிலையில், இவர்கள் சூபான்கார்டு' வைத்திருக்காவிட்டால், வட்டி வருவாய் போன்ற வருவாய்களை ஈட்டும்போது, 20 சதவீத வரி உடனடியாக பிடித்தம் செய்யப்படும்.
