Gr B Exam - CAT Case by Punjab

A message appeared in IP ASP Punjab Circle blog is reproduced below.

All India Association of IPASP Punjab through its Circle Secretary on the direction of its General Secretary has filed an  application in Hon’ble CAT Chandigarh  against the following orders and for  the appropriate reliefs:-

(1)                           Application is made against the letter dated 6.4.2011 by which the Limited Departmental Competitive Examination for promotion to the cadre of Postal Services Group ‘B’ 2011, has been  ordered to be held on 15.5.2011 which is against the  Department of Posts, Postal Superintendents / Postmasters Group B Recruitment Rules, 1987, as amended from time to time and  consider the case of the applicants  under these rules  in their quota for promotion from due date with all the consequential benefits and it be declared that the bifurcation of quota now carried out by the respondents is illegal,arbitrary and bereft of any discernible principle.

(2)                           Against the Department of Posts, Senior Postmaster (Group B Gazetted), Postmaster (Grade ‘III and II-Group B non-Gazetted) and Postmaster (Grade I-Group C Non-Gazetted) Recruitment Rules, 2010, i.e Postmasters Cadre Rules, 2010 run contrary to the Postal Services Postmaster Group B Rules, 1987 as amended from time to time, as the quota of the Inspector Line, has also been reduced from 19% and 75% by carving out the posts whereas these are to be carved out from General line as per original notification. 
The case was listed today. After hearing our counsel, the Hon’ble CAT sent a motion notice to DOP for 11.05.2011.

Respected Madam,

In continuation of our Association letter of even no. dated 28.03.2011 and 11.04.2011 , it is further brought to your kind notice that Post Office Guide Part II and Foreign Post Manual are not available on the India Post Website. In view of this, it is requested to kindly ensure that there will be no deviation in setting the Question Papers and questions will be from the Postal Manuals appearing on the India Post Website.

2. Department took a decision to conduct the PS Group “B” examination by Multiple Choice Questions vide letter no. 9-59/2010-SPG dated 8/3/2011. It was mentioned in this letter that there will be two Papers each having 150 MCQs of two marks each. Now, marks allocation of Paper I has been modified vide letter no. 9-59/2010-SPG dated 21-04-2011 and 25 MCQs of two marks each have been given relating to current affairs and two paragraphs of 200 words having 25 marks each to be written on separate answer sheet has been added. Our Association is of the view that this change will defeat the purpose of timely declaration of result as it is understood that paragraphs will be evaluated by different examiners manually. As such, there will be every possibility of inviting complaints from different quarters as well as litigation.

3. In view of para 2, it is suggested that MCQs relating to current affairs should be raised to 50 instead of 25 and paragraph writing may be abolished as this will enable the Department to announce the result well in time as there will be no manual process in the examination.

It is humbly requested that the above suggestions may kindly be considered positively by the Department and suitable amendments may be made in the marks allocation of Paper I of PS Group “B” examination.

The existing GDS (Conduct & Employment) Rules 2001 revised & called as GDS (Conduct & Employment) Rules 2011 are hereby circulated.

The gist of revisions are,

This is in continuation of earlier letter of even no. dated 08-03-2011 on the subject mentioned above. Following entries are being revised in respect of Sl. No. 4 & 5 regarding Paper I of PS Gr. "B" as well as Sr. PM Examination.

New Deihi, the 15th February, 2011

S.O. 41O(E).—In exercise of the powers conferred by the proviso to article 309 read with clause (5) of article I48 the Constitution and after consultation with the Comptroller and Auditor General inrelation to persons serving in the Indian Audit and Accounts Department, the President hereby makes the following rules further to amend the Central Civil Services (Extraordinary Pension) Rules,1939, namely:-

 (1) These rules may be called the Central Civil Services (Extraordinary Pension) Amendment Rules, 2011.

(2) These shall come into force on the publication of this notification in the Official Gazette.

Central Pension Processing Centre

Establishment of Central Pension Processing Centre CPPC.

Nowdays, Pension disbursement thro Post Offices & Banks. In order to streamline the payment mechanism, MoF is decided that all authorized Banks must migrate to CPPC platform by latest on 01.10.11.

Hence, all Banks are directed to,
i. Intimate the status & action taken for the transition to CPPC system by 15.05.11.
ii. Expedite reconciliation of Master Database of the Bank with that CPAO.
iii. Liquidate the PS Banks Suspense lying against the bank.

TNEB - Payment of Bills thro Online


Payment through Internet (All Account Head Collection) :
         One time user registration is required through internet for the consumers who opt to pay their electricity charges through TNEB website. After registration, the consumers shall login and choose the service number and mode of payment, to pay for the outstanding dues if any. Depending upon the choice of the bank, the website redirects them to the concerned bank website for completing the transaction (debiting from the consumers’ account and crediting into the TNEB’s account). Consumers can add any number of service connection numbers into their online user account for making payments.

Payment Gateway
(Visa / Master Card using Axis Bank or ICICI Bank):
Consumers can pay their outstanding dues through internet with their Master credit card / Visa credit card. An amount of 2.09% of the bill amount per transaction is being collected by the “Payment Gateway Service Provider” as service charge.

Net Banking: 
Payment through internet using Net banking interface is available for Axis Bank, ICICI Bank, Indian Overseas Bank, Indian Bank, City Union Bank and Karur Vysya Bank. Consumers who have a Internet Banking facility with the above banks can pay their electricity charges through internet. There is no service charge for payment through Internet Banking service.

Debit Card Payment:
Payment facility through internet using debit cards is available for Indian Bank, Indian Overseas Bank and Canara Bank. Service charge of Rs.5/- per transaction upto bill amount of Rs.500/- and Rs.10/- for bill amount above Rs.500/-. is being collected by the concerned banks.

Payment through Post Office (All Account Head Collection) :
At present consumers can pay their outstanding dues through computerized post office counters. A service charge of Rs.5/- per transaction is being collected by the post office.

Payment through Any Time Payment machine -Chennai city only
(Regular Current Consumption Charges only) :
At present consumers can pay their Regular Current Consumption Charges through Any Time Payment machines located at four places in Chennai City.

Bhagwan Sathya Saibaba is Physically no more with us .....

பகவான் சத்ய சாய்பாபா, 1926ம் ஆண்டு நவ.23ம் தேதி ஆந்திராவின் புட்டபர்த்தியில் பிறந்தார். இவரது இயற்பெயர் சத்யநாராயண ராஜூ. இவரது பெற்றோர் ராஜூ ரத்னகரம், ஈஸ்வரம்மா ஆகியோர். ஒரு நாள் பாபாவின் தாயார் ஈஸ்வரம்மா கிணற்றில் நீர் இறைத்துக் கொண்டிருக்கும் போது, வானில் இருந்து வந்த சக்தி வாய்ந்த ஒளி அவரது வயிற்றில் புகுந்ததாகவும், அதன் பின் கருவுற்றதாகவும் கூறப்படுகிறது. இது ஒரு அதிசய நிகழ்வு என்று ஈஸ்வரம்மா தெரிவித்தார்.

SUMMARY RECORD OF DISCUSSIONS HELD DURING THE THIRD MEETING OF THE JOINT COMMITTEE ON MACPS HELD UNDER THE CHAIRPERSONSHIP OF THE JOINT SECRETARY (ESTABLISHMENT), DOP&T ON 15th MARCH 2011
1. The third meeting of the Joint Committee constituted to examine the anomalies pertaining to the MACP scheme was held under the Chairmanship of Joint Secretary (Estt.) Department of Personnel & Training on 15th March, 2011. All the members of the Committee were present in the meeting.
2. The Chairperson welcomed the representatives of the Official Side and the Staff Side and stated that with respected item numbers 13, 21, 27, 28, 32, 38, 44, 50 & 58, suitable instructions had been issued vide this Department’s O.M. dated the 1st November, 2010. She also informed that as per the decision taken in the second meeting of the Joint Committee, vide this Department’s O.M. dated 10th February, 2011, all concerned have been advised to review the cadre structure in a time bound manner with a view to mitigate the problem of stagnation.
3. Thereafter, the agenda items which were still pending were taken up for discussion.
Item numbers 1,3,8, 9 & 29-Grant of financial upgradation in the promotional hierarchy instead of Grade Pay hierarchy under the MACPS.
The Staff Side reiterated their demand that the financial upgradations under the MACP Scheme should be granted in the promotional hierarchy of posts instead of the Grade Pay hierarchy. The Staff Side stated that the erstwhile ACP Scheme was implemented on the recommendations of the 5th CPC and, as such, has become a part of the service conditions of the employees.
