            The 42nd Circle conference of our All India Association of                        IPs/ ASPs, Tamilnadu Circle Branch was held at Meenakshi Narayana Tirumana Mahal, No. 3 , Appavu Nagar , Dharmapuri 636701 on 12th & 13th of August 2016. And Shri. K Siva Shankar, ASP, Chennai Sorting APB @ Parcel Hub Chennai, Guindy Industrial Estate PO , Chennai 600 032 was elected as Circle Treasurer . Hence it is requested that, all DDOs may remit the Subscription recovered from the Members of this Association to the newly elected Circle Treasurer with immediate effect.

Further the rate of Monthly Subscription was also revised from Rs.50 to Rs.70 vide decision taken at 39th Biennial Conference held at Jaipur held on 13th and 14th Feb 2016 . The same was also communicated vide Directorate Letter No. 15/03/2016-SR dated 22nd March 2016 and CO letter No.SR/1-15/2013 Amendment dated 30.03.2016. But till date Subscription is being recovered at Rs.50 only by many DDOs in Tamilnadu Circle. Hence all DDOs are requested to recover the Subscription at the revised rate of Rs.70 from the members of this Association.

Respected Sir,

Subject:- Discrepancies in Fixation of new Pay and Allowances of the VII Pay
    Commission for IPs/ASPs in Tamilnadu Circle - regarding

Ref: -   Arising

With reference to the above, we submit the following few lines for favor of kind consideration.

The VII Pay Commission has recommended for upgradation of Grade Pay of IPs from Rs.4200 to Rs.4600 and for ASPs from Rs.4600 to Rs.4800 vide Para 11.8.21 of Pay Commission Report communicated in OM No. 7-2/2016-PCC dated 27.7.2016. Correspondingly the existing Grade Pay of Rs.4800/- of Superintendent Posts has also been upgraded to Rs.5400/-[PB-2] under L-9 vide Para 11.8.21 of the above report. Accordingly, the Grade Pay of all the IPs , ASPs and SPs in the Department have been fixed as Rs.4600/- , Rs.4800/- and Rs.5400/- respectively with effect from 1.1.2016.

In this connection, the following discrepancies were noticed in fixation of Pay and Allowances of the Assistant Superintendent Posts by the Accounts Officers of the Tamilnadu Circle.

The Grade Pay of the PSS Group B officers of the Department has been up graded by the Pay Commission and accepted by the Government. Accordingly, the GP of all PSS Group B officers are to be up graded to Rs.5400/- with effect from 1.1.2016 under L-9 of the new Pay Matrix. But, the Grade Pay of ASPs who are working as Assistant Directors in office of the PMG, Western Region, Coimbatore has been fixed as Rs.4800/- only under L-8 of the new Pay Matrix and arrears of Pay drawn from 1.1.2016. This is totally incorrect. There are no valid reasons stated by the Accounts Officer of the RO, Coimbatore.





Similarly, the upgradation of Grade Pay of Rs.5400/- under L-9 of new Pay Matrix has not been given  to senior most ASPs who were already got promotion under MACP-III [after completion of 30 years of service] and  drawing Grade Pay of Rs.4800/- before 1.1.2016. . As a result, the revised Pay of all the ASPs will be fixed in L-8 with upgraded GP of Rs.4800/- irrespective of promotion got under MACP-3 in the ASP cadre. This will lead to anomaly in the fixation of pay for the Senior ASPs in the Department. Since the promotional Grade Pay of Rs.4800/- obtained for ASP cadre under MACP-3 is the same Grade pay of the Superintendent Posts in the pre-revised scale of pay, this should have been automatically upgraded to Rs.5400/- since the GP of Superintendent Post has been up graded with effect from 1.1.2016 by Pay Commission vide Para 11.8.21.As a result, the junior ASPs who will get promotion under MACP after 1.1.2016 will be placed in higher Grade Pay of Rs.5400/- under L-9 of new Pay matrix whereas the senior most ASPs who were promoted much earlier will get  less pay than the juniors which will lead to anomaly.

The issues relating to Allowances has been referred to a Committee by the Government of India. But, the HRA and Transport allowances for the upgraded pay of IPs and ASPs are denied by the DDOs on the plea that this has been referred. But, as on 1.1.2016, the pay has been up graded for IPs and ASPs and hence the admissible allowances for the Pay as on 1.1.2016 should be drawn and paid.  

Considering the above, it is requested that orders may kindly be issued to concerned DDOs to :-

a.      To fix the upgraded Pay scale and allowances admissible to all the ASPs officiating as Assistant Directors in the office of PMG, Western Region, Coimbatore.
b.      To fix the Pay of senior ASPs who got MACP-III before 1.1.2016 in L-9 of new pay matrix.
c.       To draw admissible allowances to all IPs and ASPs whose pay has been up graded with effect from 1.1.2016.

This is regarding DPC for Promotion to PSS Group B for the Year 2016-17.

This was the trend for the past years that our Members who got promotion to PSS Group B were allotted to distant Circles, except those who are due for retirement within a year. Most of our senior ASPs are getting their promotion only during the verge of their retirement, and they are unable to accept their promotion due to family situation and health condition.

The ASPs need to wait for their due promotion for almost 15 to 20 years and when they were promoted and posted at distant circles, they find many difficulties to accommodate themselves due to age, family situation and health conditions, which results in decline their promotion and even they are unable to  continue in adhoc promotions within the circle.

As on date there are 13 vacancies in PSS Group B cadre in Tamilnadu Circle and many of our senior members are expecting their promotion during the year 2016-17. Hence it is kindly requested that, the issue may be taken up with appropriate level at Directorate, for considering for allotment of the ASPs to their parent Circle, subject to availability of vacancies.

This would positively increase the number of officers getting elevated to the promotional cadre, thereby reducing the number of declinations and boost their morality, please
